Ctrl+Tab, then scroll on Hierarchy but zooms in/out Viewport

This a bit annoying. Not a real "bug", but maybe you can do something about it.

As the title says, I switch from Animate mode to Setup quite often, and I rapidly scroll up/down with the mouse wheel on the Hierarchy. But all too often it's the Viewport what zooms in/out instead.

It actually happens in both directions, from Setup to Animate as well. The only way to make sure it doesn't happen is hovering up and down just a bit before trying to mouse-wheel-zoom.

That is: this only happens when I Ctrl+Tab and immediately zoom in/out on the already hovered Hierarchy, without moving the mouse at all.

Maybe an additional check could be done to make sure of what UI area we're actually hovering?

The format of your post makes it difficult to decipher. It would be helpful in the future if you can provide information in the following format:
1) Step-by-step instructions so we can see exactly what you see.
2) Describe the behavior you actually see.
3) Describe the behavior you expect.
4) Optionally, any suggestions on how you think it should be fixed.
The key is to keep these 4 things separate. Everything becomes difficult to understand when they are mixed together. Also, without the step-by-step instructions we can't even be sure we understand exactly what you are talking about, we can only guess. If our guess is wrong then likely the rest of your post won't make sense and we'll waste time going back and forth to get the information we need.

1) In v4 I setup the views so my mouse is over the tree is both setup and animate mode.
2) I don't move the mouse while using ctrl+tab and scrolling repeatedly.
Actual: Neither the tree nor viewport scrolls.
Expected: The tree to scroll, since the mouse is over it.
We'll fix this in v4.
